Joshua R. Lowry (born October 3rd, 1984)[1] is an American attorney,[2][3][4] politician, and former professional wrestler,[1] who is currently serving as Chairman of the Hamilton County Democratic Party since 2025.[5] A member of the Democratic Party, he served as a Deputy Attorney General of Indiana from 2015 to 2020.[6] In wrestling, Lowry was best known for his time in Ohio Valley Wrestling.
Early Life and Education
[edit]Josh Lowry was born in October 3rd, 1984 in Martinsville, Indiana[7][1][8] to Kevin and Bridget Lowry.[9] Lowry attended and graduated from Martinsville High School.[2] He attended Indiana University, where he earned a Bachelor of Science degree in kinesiology, exercise, and nutrition science in 2007.[6] In 2009, Lowry moved to Westfield, Indiana.[7][8] He later earned a Juris Doctorate from the same university in 2015.[10][11]
Professional Wrestling Career
[edit]Lowry competed as a professional wrestler from 2008 to 2009. During his wrestling career, he performed for Ohio Valley Wrestling and the broader independent circuit. While in OVW, Lowry held the OVW Southern Tag Team Championship on one occasion alongside Darriel Kerry.[1][12]
Legal Career
[edit]Lowry is an attorney whose legal career has focused on constitutional and civil litigation.[13][14]
From 2015 to 2020, he served as a Deputy Attorney General in the Office of the Indiana Attorney General,[15] where he defended state agencies including the Indiana Department of Child Services and the Indiana State Police.[16][7] During his tenure, he practiced constitutional law, conducted jury trials, and argued cases before the United States Court of Appeals for the Seventh Circuit.[16]
After leaving the Attorney General’s Office, Lowry worked in private practice. He was an attorney with the Paganelli Law Group from 2020 to 2023 before joining Kopka Pinkus Dolin in 2023,[6] where his work has focused on defending public entities, government agencies, and their officers. His legal experience includes conducting numerous depositions, oral arguments, and trial proceedings.[3]
Political Career
[edit]2022 campaign for Indiana State Senate
[edit]In 2022, Lowry ran for the Indiana State Senate in District 21[17][2] but was defeated by incumbent Republican James R. Buck.[18][19][2]
2024 campaign for Indiana State House
[edit]In 2024, he ran for the Indiana House of Representatives in District 24,[4][6][7][10][11][13][16][20] but lost to former Indianapolis Colts punter Hunter Smith by approximately 12 percentage points.[2][21]
Hamilton County Democratic Party Chair (2025-)
[edit]In 2025, Lowry was elected Chairman of the Hamilton County Democratic Party, succeeding former Fishers City Councilor Jocelyn Vare.[5]
During a town hall in Westfield, Indiana, Lowry led a protest against Representative. Victoria Spartz, criticizing her handling of federal government service cuts and immigration policies.[22][23][24]
Personal Life
[edit]Lowry is married to fellow political candidate Alexis Lowry, whom he met at Indiana University. The couple resides in Westfield, Indiana. They are foster parents and have fostered 12 children, four of whom they have adopted.[8]
