This is a pure dictionary definition. It's not even a proverb or some sort of slogan with a notable history; it's simply a phrase (or, if we're being generous, an idiom). No reliable source appears to meaningfully discusses the phrase itself in-depth (i.e., no significant coverage); the references merely catalog some places where the phrase appears.
