Non-encyclopedic "how-to" program, essentially just a personal exercise routine. No evidence of notability even within the Marine Corps, much less in general. - Wikipedia is not a how-to guide. There are other websites for things like that, and while the article was tagged for a transwiki to Wikibooks for almost two years, so it seems that they don't want it. You could try WikiHow.
